OCP took the opportunity to "rebuild" Murphy with hundreds of conflicting, pacifist directives. He became a bumbling public relations tool, unable to fire his weapon or arrest criminals. As the monster paused to feed the addiction, Murphy leapt onto its back, ripped out the brain canister, and smashed it onto the pavement.
