The episode begins with the brutal and bizarre murder of a tollbooth operator, Frank Pulaski, who is handcuffed to a rope and dragged to death. This marks the ninth in a string of diverse and seemingly random homicides across the Bay Area. Despite the lack of demographic or geographic links, Monk eventually deduces that all the victims—a total of 12 targeted individuals—served on the same jury six years prior for a personal injury lawsuit.
