It's 1994, and Jack Taylor (played by a hypothetical actor) is a retired CIA operative who has been living a quiet life in the French Riviera. However, his peaceful existence is disrupted when he receives a visit from his former agency colleague, Luther (played by another hypothetical actor).

Luther informs Jack that a rogue agent, Marcus (the main antagonist), has stolen a highly classified database containing the identities of undercover operatives working for the CIA and other agencies worldwide. Marcus plans to sell the database to the highest bidder, putting countless lives at risk.
