Moreau was manipulated by presidential advisor Anna McMahon (Jennifer Ferrin) into thinking he was acting for his cause. In reality, he was a pawn in a conspiracy called the "Princip Initiative," which was a plot by President Diaz to assassinate his own wife, the First Lady.
